I think so because you will kind of pick up on the story as it progresses, but you should play arkham asylum just to have a background of the game (and it's an awesome game). I personally liked arkham asylum better though...Can I play Batman Arkham City without playing Arkham Asylum ?

Asylum and City's storyline connects together.

Plus, you will be more familiar with the gadgets and moves if you do play Asylum.

So I recommend you do play that first. It's a great game!

You don't need to have played Asylum, although I STRONGLY recommend you do. You can still understand the story perfectly fine, but there are a few references to the previous game that you won't pick up otherwise...
