I have just heard that Arkham City pre order bonus at BestBuy is the ability to play as Tim Drake Robin in challenge mode. Now, I think this is extremely cool, except I was not planning on buying Arkham City right away. Now I have a slight motive to. Warner Bros has stated that the Robin Challenge mode will be added as paid DLC in the near future.
So from October 18 to maybe mid November, The Robin Challenge mode will be available to only those who got the Best Buy Pre-Order.

Yeah it will be put out as downloadable content. But you would have to pay for it offcoarse, they would still want to make money
