Arkham City is indeed a sequel to Arkham Asylum. AC takes place a year after the end of the events of the first game. You can play AC alone and still enjoy it a lot, but personally, to understand the storyline better, I would play AA first. Also, the first game is a blast - it takes place all on Arkham Island where the Asylum is located.
